The geography of the region is desert, with temperatures ranging from lows in the mid 30's in January to highs of 110 degrees in July and August. The average rainfall is three inches per year. Generally, the climate is hot and dry and is comparable to Palm Springs. Each year, thousands of individuals and families visit Imperial County to visit the Imperial Sand Dunes. From fall to spring, retired individuals from colder-northern climates visit Imperial County to enjoy the mild-winter weather to play golf, shop, and relax.

Imperial Regional Center will provide a variety of mixed uses including commercial retail and service oriented uses as well as cultural lifestyle uses such as outdoor recreational park or plaza areas intended for public uses such as pedestrian walkways, waterways, and Green Roofs. The balance of commercial, social and environmental design will enhances overall quality of experience for patrons and will transform the Regional Center from merely a shopping complex to an organic community facility (See Figure 1). The center will be constructed on a 78 – acre parcel, total 3,383,305 square feet, and is expected to provide approximately millions of square feet of commercial facilities. Two 4-story parking structure is 900,000 square feet with 3000 spaces. There is even a loading area (expansive docks with hundreds of truck loading spaces and 70 automobile loading spaces) in the back of the center.

The design theme reflects the vibrant feel of the center's natural surroundings. Color schemes will display elemental motifs mirroring the sun, water, river, and stars. Building designs and layouts will be carefully planned to create an attractive and unique experience for patrons. The Imperial Center is designed to share a water/river feature which will flow through the featured components of the center: waterfalls, pedestrian bridges, courtyards, art and cultural center, and outdoor Performance Center/stages (See figure 2).

- Convenience store with gas station (3.3 acres): It includes a convenience store and restaurants/bar/night club. The gas station is about 37,000 square feet. The convenience store and gas station will be located at the junction of Freeway 111 and Freeway 86. The convenience store and gas station is designed to cater to demands from local, regional, and international passengers traveling between borders of California and Mexico (See index 7). The Imperial Regional center is located at the first exit on Freeway 111 from Mexico to California. It will have an island of gas pumps that will be designed to serve vehicles including motorcycles to large trailer trucks. The facility is situated next to the freeway to provide easy access for the travelers and the size of this gas station is 7 times of the regular ones.

Hotel complex (5 acres): There will be 200 suites to facilitate the international clienteles as well as local travelers with café, small gift shops, lounges and conference/banquet space with full audio-visual equipment available.

High end restaurant road (about 20 acres): There are 8 multi-purpose standing pads along Freeway 111. It may include 18 9000-square-feet high end restaurants, fast food restaurants, like McDonald’s, or even have indoor tennis courts, indoor swimming pool, indoor ice skating center or spa.

Auction outlet center (460,000 square feet): There will be approximately 400 retail stores with 1,200 square feet each. Outlet center is a type of shopping mall, in which worldwide manufacturers sell their products directly to the public through their own branded stores. Other stores in outlet malls are operated by retailers from China or Europe selling returned/discontinued products which are sold at heavily discounted prices. Clothing, sporting goods, electrical products, cosmetics, and toys are typical items sold at outlet malls. This outlet center will attract budget customers from South America. (See figure 7).

Information center (15,000 square feet): With 15,000 square feet of TV walls, computer systems and most up-to-date multi-media equipments, store runners can easily display newest information to attract shoppers.

Art galleries: They are located at the two sides of the auction outlet center with the collection of international fine art from international artists.

Cinema plaza (80,000 square feet): it is an entertainment complex composed of a 16-screen cinema. (See Figure 5).

Convention and cultural center (70,000 square feet): This center is designed for local government to promote its policies, to present its contributions to the local community and to serve the local residents.

Outdoor performance center (70,000 square feet): This region is a desert with high temperatures and low average rainfall of three inches per year. Therefore, it is good for a wide variety of live performance, such as music concerts, dancing, or different kinds of outdoor shows.

Covered stage (5,000 square feet): It is for local community’s usage.

River: The multiple commercial uses are proposed to share a water/river feature design through the whole center. The climate of this region is hot and dry year-round, so the river could lower the heat. Visitors also can go boating on the river.

Retail stores along the river (95,000 square feet): There will be about 80 1,200-square-feet retail stores along the river. The presence is like City Walk in Universal Studio in California. The stores may include gift shops mainly with the local goods, apparels, hair salon, or other services (See Figure 6).

Food court along the river (30,000 square feet): There will be about 50 600-square-feet vendors in the food court, serving local cuisines and ice creams. Shoppers can enjoy gourmet food after they go to the movies, see the shows, dance, sing, take a walk, shop, exercise, or swim (See figure 7).
